Partner-led Business Verification (PLBV) for WhatsApp

Partner-led Business Verification (PLBV) helps trusted businesses get verified in as little as 48 using 360dialog.

PLBV is the fastest, easiest and most reliable way to verify businesses on the WhatsApp Business Platform and can provide access to full WhatsApp API capabilities from day one. PLBV can be initiated at the end of the Embedded Signup, after number registration, or later by contacting our support team.

PLBV expedites business verification and onboarding for businesses while not compromising on the integrity of the WhatsApp Business Platform by leveraging trust signals (business and person legitimacy checks; registration documents) from 360dialog.

PLBV Requirements

Before submitting a business for verification, 360dialog must verify and confirm 4 important aspects of the business:

  • The business is a legal entity

  • The account owner is a representative of the business

  • Business complies with WhatsApp's Business Policy

  • The documents are valid and are representative of the business

Only if all 4 criteria are verified by 360dialog can we proceed to submit the Business for verification.

The BSP's role in the PLBV process is to share documentation with Meta that provides evidence the business is legitimate and that the applicant has a connection to the business.  If we decline to submit the business for PLBV, the Classic Business Verification process via Meta Business Suite > Security Centre is still available.

Important notes

Avoid Concurrent Verifications

Running PLBV and Classic Business Verification simultaneously causes delays. Check before starting that Classic Verification is not in progress before requesting PLBV. If Classic Verification is in progress, we must wait at least three (3) days before we can proceed with submitting the business using PLBV.

PLBV Paths

There are two paths available to use PLBV:


PLBV using Embedded Signup

Business admins can initiate PLBV using the Embedded Signup after number registration.

Launch the Embedded Signup

Launch the Embedded Signup to create a WABA and register a phone number.

Click 'Finish and upload the documents'

After phone number (OTP) verification, click "Finish and upload documents".

Upload .PDF accepted documents.

Provide information to support

After uploading the documents via Embedded Signup, start a chat with our support team, request PLBV and send us the following information: ​

  • The Meta Business Portfolio ID or the phone number registered with us

  • Full Company Legal Name, Registered Address & Company Number

  • Name of the account owner + role at the company.

  • Confirm this person is a representative of the Business.

  • Confirm that the Business complies with WhatsApp's Business Policy

  • Link to the Business Website

360dialog Review

When we receive the request, we will review the information provided. If the requirements are met, we will then submit the Business to Meta for verification. If all the requirements for PLBV are not met, we will decline to submit the Business to Meta for verification using PLBV.

Outcome

Meta will review the business and information provided, including the documents uploaded, and provide an outcome, usually within 48 hours.


PLBV using Support

Business admins can initiate PLBV by contacting the 360dialog support team at any time. WABAs that are disabled/blocked are not eligible.

Please note that the Business must have at least 1 asset shared with us (such as a WABA with a registered phone number) to proceed with PLBV.

Contact Support

The business admin/representative must contact our support team on one of the below channels:

  1. Chat Widget: Login to the 360Dialog Hub, initiate a new support chat and ask for PLBV support.

  2. Email: Contact our PLBV support team via: plbv@360dialog.com

Provide information to support

After uploading the documents via Embedded Signup, start a chat with our support team, request PLBV and send us the following information: ​

  • The Meta Business Portfolio ID or the phone number registered with us

  • Full Company Legal Name, Registered Address & Company Number

  • Name of the account owner + role at the company.

  • Confirm this person is a representative of the Business.

  • Confirm that the Business complies with WhatsApp's Business Policy

  • Link to the Business Website

  • A PDF document proving that the business is a valid legal entity, such as a registration or incorporation certificate,

360dialog Review

When we receive the request, we will review the information provided. If the requirements are met, we will then submit the Business to Meta for verification.

If all the requirements for PLBV are not met, we will decline to submit the Business to Meta for verification using PLBV.

Outcome

Meta will review the business and information provided, including the documents uploaded, and provide an outcome, usually within 48 hours.

Business Info

The Business should ensure that the Meta Business Suite > Settings > Business Info section is fully completed.

The legal business name must match the name shown on the supporting documentation provided.

The business website must be live and fully functional.

If there are any discrepancies or uncertainties regarding the business information, we may request a screenshot of the Business Info section for verification.

Please note that all fields in the Business Info section must be fully completed before proceeding with Partner-Led Business Verification (PLBV). Incomplete or inconsistent information may result in rejection or delays.

About the outcome

Meta will provide an outcome, usually in <48 hours. Note that Meta makes the final decision; 360dialog submitting a business for verification does not guarantee verification.

Our support team will communicate the outcome in the open support case.

The Business webhook endpoint should receive the phone_number_quality_changed webhook indicating:

Troubleshooting

  • Mismatch detected / request declined: Ensure BM/WABA data exactly matches the documents (legal name, address, registration/VAT).

  • WABA restricted / disabled: Resolve the WABA status issue first; restricted / disabled WABAs are not eligible for PLBV.

  • Insufficient proof of activity: Provide a recent document (issued within the last 60 days).

  • No webhook received: Check if webhook endpoint is reachable/subscribed and review recent delivery logs.

  • If it is still not possible to identify the reason using the points above, start a chat support request and ask for our PLBV specialist.

  • In the Business Info section, the “Verified” status is not visible. This is expected behavior, as the verification was initiated not in the Security Center but in the Partner Portal. Accurate verification status can be found in the “WhatsApp accounts” section in the Business Portfolio.

  • Partner-led Business Verification for Tech providers. Tech providers must pass the Classic business verification, PLBV is not allowed.
